After Updating from 23.01.19 to 23.02.08 and copying save files I still can’t activate the continue on startup screen in 23.02.08 any solution that doesn't require starting a new game?

You need to copy&paste the entire content of the save folder, including the global and config file. The global file tells the game what saves are in which save slot.
