You mean Gift still hasn't popped up in the conversation dialogue? Or is it already out and you can't give the gift?
Gifts may not be unlocked because you don't have enough affection, or you haven't taken the necessary actions to unlock them. Resting on the riverbank where Fliar lives, caravans next to the village bar, visiting their huts if the village expansion is over, accepting conversations and requests to increase their favorability will unlock them. Rejecting Gunnar's request will lower your favorability.
