also, the level within the hospital, once you are caught also does not have this problem 

however sometimes loading a save (probably on the 5th time I loaded a save in this level)   in that level resulted in a state where the save would load me under the map, and turning the game off and loading, would not save me. so a way back into that level, if you have to use spawn point, would be appreciated.
