Just click on the download that is available for your selected computer such as MAC or Windows (PC), it is a zip file which you can download either 7-zip to open it or with Winzip, extract the file to the computer, click 'BloomingPanicFBE' and look on the side for the type 'application' and done!! :)

The image is basically how the file will look on your PC and you can clearly see the 'BloomingPanicFBE' with a little icon of a pink character.

My Apologies for the late 2 year response I haven't logged on here for a while >.<

Yup! I'm pretty sure its an animated version of her that I used when I used to play Genshin Impact on a daily and was fixtated on her as my favourite character. If I can remember I'm pretty sure the application I used was 'Wallpaper Engine' on steam, if not then I may have used a free application in which you can download called 'Lively Wallpaper'.
