Same here. It seems the build info meta-data is invalid. The desktop app cannot interpret a proper build and cannot initiate download. This results the client in saying the game is up to date too, when it's clearly not.
Additional info: When trying to do a fresh install via the app, the drop-down menu to choose build is blank with no options, so an install cannot commence.
