Which one? Go to Old West Church located in Westside (Go LEFT from area where you met Valentina the first time and then UP) and go upstairs and to the tower.
The second place is inside the Vault 64, Just head DOWN from post 169 and then LEFT.

what west side? there is no such location, also I checked all the location that we meet Valentina and there is no left then up to find tower.
On the first meeting place you can only enter her hideout where you had fight with her.
in bandit town you can not go left.
and in the mean city you can go left but then there is no path up or any entrance there.
