Did you use the stepladder to open a lockbox?
If so, did you use what you found inside the lockbox? Look around a table at the beginning of the escape room.
I did not find any stepladder. Where do I have to search?

I did check the tire and found the key, first item I got. Am I missing something or is it possible that I bugged the game somehow?
The key + clue from the barrels will make one of the doors among the lockers clickable/openable. Make sure you have the key equipped.
