I see. Try to create a shortcut of the game exe and add "-force -dx11 -dxd11" to the launch parameters.

I'd say the processor isn't that important if your graphics card is decent or mid tier. If you have no dedicated graphics card the CPU is important. I've experienced an alright framerate with an i5 10th gen.
