In case you haven't tried it out yet. Set the resolution scale to the minimum while anti aliasing is on ultra.

Consider installing this: GameBaseFolder\Engine\Extras\Redist\en-us\UEPrereqSetup_x64.exe. If that doesn't work try to start the game with the dx11.exe. Also you might wanna update your graphics driver.
