You can get his 1st heart from cure him from werewolf curse. Second heart from camping (?) with him in the forest on Friday night. Third heart from visit his shop at night and choose to stay with him. and fourth heart from dating with him during a fair which hold in Bareshade on Sunday.

Yes. In relations menu, there would show all hearts we got from every NCPs.
