Have you find Jester during the track? He is one of the NPC you can find by chance during the track and you need to find him to process event forward.
I did found him at the camp I also completed his tasks and chit-chated with him I dont have an option to explore the track or something
Have you found Tank and fight with him yet? Also, have you talk with Logan yet? There should be some new dialogue with him about Bandit camp.
