You have to complete Alexandra's main quest (Go to the mall > Post Office > Together Etc...)
I did all that and I got the Best Friends perk, I guess I'm stuck as what to do next.
Have you tried looting the window next to the entrance of the building? (You will need a special key & Alexandra as companion in order to get in)
You mean the one next to the apartments? Yes. Got all the booze but no perk...
