if ever 0.4 released do i need to delete 0.3 and start from scratch? or it has some cloud save or something

If you play on PC, you'll be able to continue from your last save even if you delete 0.3 now. If you play on Android, you have to keep the current apk installed and overwrite it with 0.4

yes. if you play on pc, your game files will be automatically saved at a different place. so you still have your saves if you delete the game
