your OS.. by any chance, is it windows 11? because PGMMV products are not compatible with them yet.. I'm sorry for the difficulties.
I got it to work on windows 11, you have to put the msvcr100.dll in System32 and Syswow64 because it's a driver not software that can just run also after doing so you have to restart your PC because the next boot it will load in the new drivers, it's the same idea as getting fallout 3 and fable 3 etc to work on newer OSes
