Bandit camp should be unlocked when you doing tracks for Bandit's camp event. (you can see in your quest logs)
First, you need to check what's happen in Bareshade, then visit Barnard and visit Logan. After you visit Logan, he will tell you where Bandit camp is and Bandit camp's icon will appear on your map.
