The optimal solution to this problem is to contact the FoundryVTT team while logged into the account with the misapplied license using the contact us form on their website (https://foundryvtt.com/contact-us/) Explain the situation and provide them the account you want to code transferred to and they should be able to get you sorted out. 😊
