It depends on the game you wanna make. Twine is good if you wanna make CYOA or text games. RPG Maker (any) is good to make... RPG games. If you wanna make 3d games, probably Unity is good. My profile should have a link to games that link to my discord server. We can talk in more depth there (I do develop the games and am part of a game developer club).

You can buy a really old version, they are usually very cheap. But if you want 100% free, use Unity. It depends what you are willing to give. Give money for an easier time, or time (to learn) for less money. Learning UNity from 0 is a steaper learning curve than RPG Maker. Specially of you dunno how to program
hmm, i might buy rpgmaker though. but when I try to check their website there are lots of types of rpgmaker in there, can you recommend the best one? i don't want to waste any money .I've used almost all my money to try learning unity, but it might take a while in learning it and also I'm afraid to ask my mom for more money .😶😶😶
Just buy the cheapest one (2003?). For a learning tool, it will suffice. If you wanna buy the best one, VX Ace is good if you just want to use what is in it. If you want the best one, MZ. The problem with MZ is that what makes it good are the plugins, where the good ones cost more money. For pros, its essential (fine, recomended). But to start, I wouldnt bother and just buy the cheapest one. You can also wait for them to go on sale on steam or humble bundle.
