Yes, your MC need to be submissive role to trigger that scene.

The strange thing is that you can't sell it nor there is a cheatcode for them...
I think it is an unsellable item cause I have try to sell it in every shop, trade with Roghak, offering to the shine.
Maybe it's still a work in progress/he forgot to make it unique like the others unsellable items.
That right. Submissive role is required for some scene/dialogue in Northcrest/Bareshade especially with Gunnar/Booner. Some scene/dialogue may be changed when your MC is submissive role.
