Click Yes and the .NET webpage launches. I installed Core 3.1 Runtime (64 bit, tried desktop and console) and still get the dialog from Photoshop Splash Screen Changer upon second launch.

Well, alright, alright, alright. That worked!
Downloaded and used .NET Core 3.1 Desktop Runtime (v3.1.23) - Windows x86 Installer, ran Photoshop Splash Screen Changer and put in my own splash screen on Photoshop 2022 v23.3.0. Success.
I’ve used (a different) Photoshop Splash Screen Extractor in the past, but was willing to try something that required less manual futzing with file extraction and packing.
To anyone else reading, Jadquir’s program scans clean of malware or viruses as far as I can tell and gets the job done following the above steps.
To Adobe. I’ve hated not being able to disable splash screens or at least make them plain looking without the promotional artists, especially with Adobe Illustrator. Just put an option in the preferences please. I never minded the older splash screens that just had the program name in a color field or whatever, but the featured art is just distracting. You make software for visual professionals and we don’t all appreciate the introduction of visual noise right before getting started with software tools.
