oh and I'm stuck on "I should head downstairs and meet up with Katelyn again", I can't seem to find her after I get my license...
that questline gets stuck at that point. Just ignore it and try walking around the town or house at night.

That's correct, so just ignore it and work on another questline if you have your license. Try going to town at night or walking through the house at night. Also, I think they do, but you have to be a patron on patreon to get access.
