Found A Solution! - For anyone who comes across this problem - The issue for me, in this instance, was not browser extensions, antivirus or firewalls as all previous unsolved posts point towards but rather my VPN. Disconnecting alone does not work, you must disconnect then set auto-connect off and restart the computer then the downloads will work. Reconnecting then disconnecting VPN will result in the downloads not working again for some reason.
