Nor will it happen. That task is level 4 and following the mechanics of the game: you level up -> do the task -> you can level up to the next level to do the next task. If you overlevel a girl (Tali) you won't be able to do that task. I find it strange that you managed to overlevel her when in v0.7.2 it is no longer possible for that to happen neither during the story nor by using potions.
You'll have to load to an earlier point where Tali isn't overleveled...
