Just simply follow the "Mythshore" quest in your quest log. It should tell you how to make it.
Keep in mind Spectral Poison is NOT the cure for john's sickness(wrath fever). Spectral Poison KILLS people with wrath fever and turns them into zombies. Spectral Syrup is the correct cure.
