Yeah looks like the one thing is actually missing is the right note on Sarah quest about what actually needs to be done before you can go to store.
Try to progress Emily story which related to Sophia's storyline as well.
It's not a bug, you guys are simply missing an event somewhere.
I'll try and make it clearer for the next update. In the meantime, we've made a FAQ for commonly asked questions that will be up later.
How do I get access to the store or bar?
For the store: You'll need to meet Sarah two times. Follow Pamela's path to do this.
You'll need to progress Elsa's questline a bit up till the cafeteria.
In general, it's not possible to visit either location before day 40.
For the bar:
You have to do Sophia/Lilly's and Emily's questlines for a bit.
It opens around day 42 during the evening/night after a Sophia event when you visit Emily.
