I wouldn't count on it. 
The game tells you time and time again that shatter isn't meant to be used willy nilly.

Although... considering what happened a few versions ago...

Well, Arc knows and I'm not Arc.

I just wouldn't get my hopes up for it. 
Giving players the choice to Awaken/Shatter each character would introduce quite a bit of branching, and with only one dude working on it...
I'd prefer if the game is finished this decade, thanks.
