I think that's a soft lock. If you left the plains via Oliver after giving the coyotes the wool, you get that invisible wall. I think you're supposed to talk to Penny at the Red perch after you give the wool.

You can use the chapter select, pick the "Warm and cozy" quest, and ring the perch to call Penny, and that continues the story from there.

It's a bug! You can use chapter select (you'll have to replay gossips and dates, unfortunately) or try flying Penny back to the Plains perch from Central Forest or Lake. Looking for a fix so I can patch the game!
