So for reference-Daniel IS the one who asked for the sacrifices-but he asked for people who were unwanted/unloved-he wanted to help them, give them the love they weren't getting-he had made a barrier in the area around his lair so the other nagas wouldn't hurt his humans-he was gonna take care of them.
