Aphrodisiac can be crafted. For trigger cooking options I think you have to do camping tutorial at one of the dungeons (search for the campfire icon) and then go to Bareshade Tavern and talk with Harold and Madeleine about cooking.

Arion/Blake scene I'm pretty sure it's repeatable and since Ste' visit has a weekly chance to happen I guess too.
