You normally get a bow just for being a ranger, but one time (with a different class) i got a bow from a encounter, and i'm trying to get the bow again but i don't remember which encounter it was or what i exactly did to get that bow.
To get it you need to fail avoid being noticed, then refuse to visit the camp and fail to ignore temptation. The centaur then will become one with you and profit.
