is part one finished on 0.65?
or can you skip entirely to latest version eventhough it's part 2?

Part 1 contains versions 0.15-0.65
Part 2 starts from version 0.75 and ends with the current version (1.05) and it's still in development.
You can play the first few versions to get to know the characters, their stories, and then play the second part. But if you don't want to, you can download version 1.05 and use the game saves to start playing the new version right away.
