Sorry, but I don't know if I understand, here is a screenshot of my game, no steel mill appears and only Logan's house.
Caleb appear after u did the sleepover at abandonated cottage, u will go with bernanrd looking for him, catch him and cure him, after than u will wait 8 day if i remember correctly.
