I think it is a new thing.
It doesn't charge for the opponent either in my experience.
I have had to change my strategy a little. I no longer use cheap powers to charge expensive powers. I just keep the strongest deck, and if the gems are not in my favor, I deny the opponent those gems while doing the best I can to charge my own.
I think this works fine.
