You obviously have the ability to make a good City-Builder, and I think you need to keep making this! I hope you keep working on the project, or something similar. If you were able to add all the features and content you wanted, then this would be totally suitable as a mobile app. You could make a successful game with this no doubt.
The art and music are neat (the screenshots look like they're from a finished game). And the gameplay loop is definitely there, and this already has the addiction-factor of the simulator genre.
PLEASE keep working on this (or something similar)! This is totally sellable, and this genre is a strength of yours. Turn this into a commercial product!
