This is somewhat intentional although changeable if necessary. What is happening is that every time you go to a new level or quit the game, your best times on other levels will not be saved. It will only keep your best time if you "Retry" the level meaning that you can keep retrying the level to see your current best time.
I will definitely be making a better system where your best times will be saved across all different levels
