So I can't really claim credit for this idea-it was Flower's-but I really really like it so like- 

Basically- 

An underground team of government scientists has been capturing superpowered children. Some of these children are supernatural-(vampires, werewolfs, changelings, etc.), while others were just born with abilities. The team expiraments on these children, often in ways that are extremely inhumane and cruel. The facilities are pretty crowded, so it's not uncommon for older children with the same abilities as some of the younger children to be kicked out, unceremoniously dumped on the streets. They can't tell anyone about what they went through-first off, no one would believe them-and second, their are tracking devices implanted in all the kids-they would be hunted down. In the midst of all this, two kids meet in this facility and form a friendship and eventual romance, over the course of about 3-4 years. However, they are separated as teens, as one is kicked out of the facility while the other is forced to stay for several more years. However-many years later, when both are full grown adults, they meet and fall in love again-with neither knowing who the other is.
