Once upon a time Satan fell in love with a mortal woman. And that mortal woman gave him two sons. And then that mortal woman died. And went to heaven. And he. couldn't. get her. back. So he made a rule: Demons could not fall in love with mortals. If they did, they'd lose their demon hood. This was a curse...but it was also a blessing. If a demon became mortal, they'd never have to experience the pain of losing someone. Not like he did.
Kaz and Kat are in fact half mortal-a secret that has been kept from everyone. Including them. This is the reason why Kaz is so, so much weaker than Kat-he got much more of his mother's traits than Kat did.
