Yes the game lock the mouse in the middle of the screen when you play, but you can press ESC to pause the game and unlock the mouse.
I have no problems with "CTRL+ALT+SUPPR".
Which file did you download (64-bit or 32-bit) ?
And what is your OS (Windows 7, 8, 10...) ?
