Chaos fay don't, but they're sort of second class citizens in hell so-all the demons do have the potential to make deals and can get to earth, some of them do it more than others. Everyone in hell has a job, some jobs are different then others. For example-31, my demon, is in charge of corruption-meaning tainting innocent souls and breaking them down. His husband, 217, is in charge of collecting souls as well as slaying angels, and thusly does a lot more work on earth)
