I think you're talking about the HERO EXP LEVELS, the top blue thingy, right? Well, if you open the perks menu and buy a perk that needs, for example, 2 levels. Then, if you're level 5 you'll lose 2 levels. And you'll end up with 3.

And can you explain a little more about the forwarding and backing glitches?

Maybe the purple action button for certain character do not have a content yet..so.. Just wait for future updates. As far I know.. Fara has content on her action button, when certain requirements have been met (times, place). Sorry for my bad English. Hope you can understand

Hello. Some actions for some girls are currently unavailable, that's why nothing happens.

And no, there's no way to access those scenes before. And when the update comes, you won't have to start again. So don't worry
If you're stuck with Lucy lvl 4, please continue the quests and relationship with the other girls.
