Permanent upgrades last one level, and are part of the gear packs. The temporary buffs/debuffs are white, the permanent are blue.
Don't worry about the Get More Gear screen - it's not IAPs on the pc version, but you can buy more Decks with the Retron Points you got by playing the levels. :)
