I had the same problem but I figured out a solution. This happens when the screen DPI scaling is above 100% (96 DPI). To fix it...
- Right click your shortcut
- Select Properties
- Compatibility tab
- Click "Change high DPI settings"
- Check "Use this setting to fix scaling problems blah blah blah..."
- Check "Override high DPI scaling behavior"
- In the combo box choose "Application"
