The relationship between the protagonist and the female character is decided on the Welcome page. By default, she is your landlady, but she can be more than that if so you wish.
IRL my former landlord cooked for me. It was in our rental agreement, and he did that because he was a former cook, so he just "sold" that as a plus. Some others are ok with laundry, some with keeping the place clean. In a suburban setting is not that unusual to find a couple who rents a room to a student and basically acts like his/her parents (chores-wise).
(Of course if you live in the same building or share the house, I don't think it happens when the landlord/landlady lives in a whole other place.)
