It is a zipped file. A rar file is a type of zipped file. You can use a program like 7zip or WinRAR to open it. The two files for the mod (package and ts4script) are inside.

I downloaded one of the programs and still, only a single file showed up

You download a single file, yes, but you have to open it to get the two mod files. The rar contains a package and a ts4script. You have to open it, you can't just put it in your Mods folder.

I know that but I'm telling you when I download it there is no file to unzipp it is a single floderless file. if I right click on it; it won't even give me the option to extract it because it file is not in a zipp file
