Updated this - there was some steps in fixing Rooter I had not put in.
Note - due to being stuck due to a bug (can't control Rooter in the junk yard - https://itch.io/t/1070163/v4-unable-to-control-rooter-in-junk-yard ) - everything beyond the Junkyard may not be accurate (since I can't get there) and I've not been able to do the stuff on Tatoorakis and beyond.
