I'm very stuck on getting past bills 11 and 12 that have the Lobby strongly for the bills I'm meant to kill. At this point the house is split 25-25, and I have 2 capital. I can sacrifice the first bill to dig enough dirt to get 25-25 in bill 12, but can't win it. Any tips on what I'm meant to do here, as everything I've tried doesn't work.
Whip the Vote is procedurally generated. New Game always starts on the same Bill but beyond the first election things will tend to get significantly different. Sometimes you may not be able to solve a Bill (although it's fairly difficult to calculate with so many variables). That's why per-Bill saves are provided so you can always back up a few Bills (or restart) if you're stuck
