Well. Compared to what you said, it's more of an OpenGL problem on your end. Normally no need to install OpenGL on Windows, because OpenGL depends on the graphics card and not on the OS. Do you have the name of your graphics card? (or your processor? sometimes  processor has  graphics processor)
