Did you try simply deleting the game and downloading it again? Maybe the files got corrupted or damaged somehow. Also try to install Visual C++ packs, although I don't know which one in particular the game needs. I'm guessing 2012 versions by the folder path, so I'd download Visual C++ 2012 x86 and x64.
