@Jupiter_Hadley I'm not sure if you're gonna see this... But in the Notepad file "Important Please Read" the url for RPG Maker XP's RTP should be there.

It's apparently common among people who don't run RPG Maker so yeah... I made sure it was one of the first things in "Important Please Read".
