I have a question....As this is my first game jam, i don't know about voting system...who can vote? Can only those people vote who have joined this jam or anyone from entire itch.io platform can vote?

It depends on the jam hosts who are organizing the jams.
In general there are four type of game jams, one where only the submitters can vote, one where only submitters and contributors can vote, on where only judges vote, and only where public can vote.
It depends on the host to select the mode, they can even decide to have the jam manually rated, i.e., no voting.
