pmp and sb3 are the same thing the only diference its the sprites,exstesions,undecompile sistem(using exstesion) and more Things.
and you can load custom exstesion
(i dont know how say exstesion right)
if you put sb3 in PenguinMod can work better if the mod have more then 8 polos
Work in anothers Scratch mods too Like Gandi ide,TurboWarp and more things
